In China, birth control policy plays an important role in the struggle against overpopulation. Enforcing this policy is not an easy job. The rural village of Fanshen in Northeast China is about to hold its village council elections. For some time the village has been ruled with an iron fist by Mrs. Li, whom the villagers suspect is corrupt. Besides the elections, the other important issue facing the villagers is the birth quota.
