The contradictory, ambiguous portrait of a woman in power: Inna Curikova plays the former sportswoman Uvarova, who was elected mayor and who tragically loses a son at the beginning of the film. In a long retrospect, the film portrays her career from the idealist candidate with the dream of a "better city" in her head to the callous bureaucrat who knows no respect. Panfilov combines elements of tragedy and farce into an accurate reflection of Brezhnev's stagnation time.
